Managing Waste in Missouri through Product Stewardship and Extended Producer Responsibility

It’s a known fact that, in the U.S., municipal solid waste generation in the U.S. outpaces post-consumer product recycling. Not only does this lead to increased landfilling and, thus, environmental pollution, but it also puts a financial burden on local and state governments, which are responsible for collecting and managing post-consumer products. In rural areas, the financial burden on governments can be particularly heavy, as there are far fewer options for collection and processing—and, because of smaller populations, far less tax revenue to support such services. In this presentation, Scott Cassel, CEO of the Product Stewardship Institute, will provide an overview of the concepts and practice of both “product stewardship” and “extended producer responsibility”—proven tools that help reduce waste, boost economies, and minimize environmental damage while making manufacturers more responsible for managing the products they produce and sell into the marketplace. In particular, Mr. Cassel will explore potential solutions for “difficult-to-manage” products like electronics, carpet, mattresses, thermostats, tires, gas cylinders, and paint. He will also explain how EPR legislation can lead to greater economic opportunities and local job creation.

Scott Cassel, CEO and Founder, has over 30 years of experience tackling waste management issues in the public, private, and nonprofit sectors. He is a founding Board Member and four-time past-President of the North American Hazardous Materials Management Association (NAHMMA), and a founding Board Member of the Global Product Stewardship Council. Prior to founding PSI in 2000, he served seven years as the Director of Waste Policy and Planning for the Massachusetts Executive Office of Environmental Affairs, where he developed and implemented solid and hazardous waste management policies and programs. He is also the author of a chapter in the 2008 Handbook on Household Hazardous Waste that focuses on product stewardship. Scott is a nationally renowned leader in the product stewardship movement and has experience across multiple product categories, including electronics, lamps, thermostats, pharmaceuticals, mattresses, packaging, and paint. As PSI’s CEO, he developed the widely acclaimed facilitation process that the organization uses for stakeholder engagement and consensus-building—a process that resulted in the nation’s first industry-run, government-mandated paint stewardship program. Scott holds a master’s degree in Environmental Policy and Dispute Resolution from the Massachusetts Institute of Technology, and a bachelor’s degree in Geology and Environmental Studies from the University of Pennsylvania.
